On November 13, 2025, the federal government shutdown ended when President Trump signed a funding bill to reopen federal agencies.
As a result, the FTC’s National Do Not Call Registry, which had been offline throughout the shutdown beginning on October 1, is now operational again and all Do Not Call services are fully active. Enforcement activity has resumed as well.
Businesses should:
- promptly resume scrubbing their call lists against the registry and confirm that any call lists being used have been scrubbed since November 13th or later.
- review internal telemarketing practices and compliance policies to reflect the resumption of full registry services.
- track any complaints or failures to remove numbers and proactively address potential violations.
